Absolutely... that's the problem with democracy. The good people (i.e. the people with money) are at the mercy of the undisciplined, chaotic masses.

It's a very sad situation and it's very difficult for authorities to deal with these horrid people who insist on dragging us all down because they refuse to better themselves.

It's good to see someone with your ability and insight trying to do something about this problem.
